How Image to PDF works

Add your images and they are placed into one PDF, one image per page, in the order they appear in the list. It works for photos of receipts, scanned pages, screenshots and anything else you need to send as a single document.

JPG photos are placed into the PDF exactly as they are, without being compressed again, so they lose nothing and the PDF is about the size of the photos added together. PNGs are embedded losslessly. WebP, GIF, BMP and AVIF images are drawn once and stored as lossless PNG.

With Fit each image, every page is exactly the size of its image at 96 pixels per inch, so there are no borders. With A4 or US Letter, each image is centred on a standard page, turned to landscape when the image is wider than tall, and scaled down to fit inside the margin if it is larger. Smaller images are not enlarged, so they stay sharp.

The PDF is built by pdf-lib inside this tab. HEIC photos from an iPhone need converting to JPG first with HEIC to JPG, because browsers other than Safari cannot read them directly.

When to use it

Turn images into a PDF to send receipts for expenses, to submit scanned pages or ID photos to a portal that only accepts PDF, to put photos of handwritten notes into one document, or to share a set of screenshots as one file.

Choose A4 or US Letter when the PDF will be printed or uploaded to a form; choose Fit each image when it will only be viewed on screen.

About the image resizer

Resizing uses the canvas built into your browser with its high-quality smoothing, the same scaling browsers use to display images, so no extra code has to download. It is fast: a phone photo resizes in well under a second. The size of the file you get depends on both the new pixel dimensions and the format: halving the width and height leaves roughly a quarter of the pixels, so a photo usually ends up at around a quarter of its size. To shrink files further without changing their dimensions, use the image compressor, and to change format at the same time, use one of the image converters.

"could not be read as an image"

The file may be HEIC or damaged. Convert HEIC photos with HEIC to JPG first.

Pages are in the wrong order

The list order is the page order. Clear it and add the images in the order you want, or number the file names.

The PDF is very large

The PDF is about the size of the images. Resize or compress the images first, or run the PDF through Compress PDF.

How to use Image to PDF, step by step

1. Press "Choose images" or drag files onto the box.
2. Set the options if you need to; the defaults suit most uses.
3. Press "Create PDF". The work happens on your device.
4. Save the result with its download button.

Is it safe to do this online?

With most online tools, "online" means your file is uploaded to a company's server, processed there and kept for a while before it is deleted. Here it is not. The page downloads the tool's code to your browser, and your file is read and processed inside the tab on your own device. It is never sent to TapToConvert or anyone else.

You can check this yourself: once the page and its engine have loaded, turn off Wi-Fi and the tool still works. That also means there is no queue, no daily limit and no file size cap set by a server; the only limit is the memory your browser gives a single tab.
